Harrison Hills, health officials designate POD

CADIZ- Some local school and health officials are taking a proactive stance when it comes to emergency response.

Harrison Hills City Schools and the Harrison County General Health District recently entered into a Memorandum of Understanding (MOU) that would provide school buildings as a Point of Dispensing site, or POD, or mass vaccinations during a public health crisis. A POD would be enacted when an incident occurs, such as an outbreak, natural disaster, release of infectious or chemical agents or act of terrorism, and puts the community in danger.

 John Carr, emergency response coordinator for the county health department, said the MOU secured resources should an actual event ever arise.

“It’s a building-use MOU,” he said. “It is just a formality and will go into our official plans. We’re preparing for the worst and hoping it never happens.”

District schools would be open for health officials to distribute countermeasures from the Strategic National Stockpile (SNS) or serve as a mass vaccination site. Single or multiple schools may be used simultaneously throughout the event, while Harrison Hills would also supply any on-site equipment to the health district. Health officials would help obtain federal or state reimbursements for any costs accrued during mass dispensing operations, as well as provide Just-In-Time training to staff working with the department during an emergency. Additionally, the sites would be included in the department’s Public Health Emergency Response Plan.

Carr hoped to utilize school buildings for a mock exercise but said matters were preliminary. If all goes according to plan, the exercise could be staged in the Autumn of 2012. Meanwhile, the MOU is a basic but important step in preparation efforts.

Superintendent Dr. George Ash said this was a way the school district could take a proactive stance by working with other community groups.

“We always partner with the health department and look forward to continuing our work with them,” Dr. Ash said.
